The 2016 Char Dham all-weather highway and the 2019 (later repealed) Devasthanam Management Act have sought to convert the fragile, divine Himalayan shrines of Yamunotri, Gangotri, Kedarnath, and Badrinath into a securitized tourism-military corridor.
